Warm Springs man charged with involuntary manslaughter after fatal shooting

A 31-year-old man from Warm Springs, Oregon, appeared in federal court after being charged with involuntary manslaughter and assault resulting in serious bodily injury related to a shooting on the Warm Springs Indian Reservation.

Carlos Ralph Miller-Smith faces charges following an incident that occurred on October 25, 2025. According to court documents, officers from the Warm Springs Police Department responded to a report of a shooting at a residence located within the reservation’s boundaries. The victim had sustained a gunshot wound to the temple. A witness identified Miller-Smith as the shooter. He was subsequently detained by police and placed in a patrol vehicle. The victim died from their injuries the following morning.

Miller-Smith made his initial appearance before a U.S. Magistrate Judge and was ordered held pending further proceedings.

The Federal Bureau of Investigation and the Warm Springs Police Department are conducting the investigation. Assistant U.S. Attorneys Pamela Paaso and Kate Rochat are prosecuting the case.

Authorities remind that “a criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.”
