Federal officers attacked during arrests tied to marijuana facility riot in California

Federal law enforcement officers were attacked by a crowd in Oxnard, California, while executing arrest warrants related to a previous incident at a marijuana facility. The operation was carried out by Homeland Security Investigations (HSI) and other federal agencies. The arrests targeted individuals accused of assaulting federal officers and throwing rocks at them during an enforcement action in July.

According to officials, on July 10, siblings Isai Carrillo and Virginia Reyes allegedly assaulted federal officers, threw rocks at law enforcement vehicles, and organized others to join the attack during an operation in Camarillo, California. This earlier operation aimed to rescue migrant children from potential human trafficking and forced labor at the marijuana facility.

Following the July incident, HSI Los Angeles obtained arrest warrants for Carrillo and Reyes. Both are American citizens and now face prosecution. When law enforcement attempted to execute these warrants on October 29, Reyes posted about ICE’s activities on social media. This reportedly drew a violent crowd that attacked the officers. Reyes initially fled but later turned herself in on October 30.

“Law enforcement officers are facing a 1,000% surge in assaults against them and an 8,000% increase in death threats against them. They are putting their lives on the line to arrest murderers, rapists, and gang members,” said Assistant Secretary Tricia McLaughlin. “Violent rioter Isai Carrillo, arrested by HSI, was part of a violent group called VC Defensa – a network that regularly impedes and obstructs law enforcement. The operation, which these violent rioters tried to obstruct, resulted in law enforcement rescuing 10 migrant children from potential exploitation, forced labor, and human trafficking."

Secretary Noem added: “Secretary Noem’s message to the rioters is clear: you will not stop us or slow us down. ICE and our federal law enforcement partners will continue to enforce the law. And if you lay a hand on a law enforcement officer, you will be prosecuted to the fullest extent of the law.”

During Wednesday’s events in Oxnard, HSI also arrested Jesus Posadas-Espinoza for assault on a federal officer after he was seen throwing rocks at ICE agents outside Reyes and Carrillo’s residence. He has been handed over to the United States Marshal Service.

Additionally, four Mexican nationals—Lorenzo Toribo-Lopez, Talio Toribo-Lopez, Sergio Ortiz-Tenorio, and Victoria Ortiz-Tenorio—were encountered at the scene and arrested for immigration violations. Their criminal histories include illegal entry into the United States and driving under the influence causing injury. These individuals were transferred to ICE Enforcement and Removal Operations (ERO) for removal proceedings.

Since June 6, 2025, more than 7,100 undocumented immigrants have been arrested by ICE and Customs and Border Protection (CBP) in the Los Angeles area.
