The U.S. Department of Homeland Security (DHS) reported the removal of Eduardo Flores-Ruiz, a Mexican national with multiple violent criminal charges, from the United States on November 13, 2025. Flores-Ruiz was apprehended in April during a targeted operation by U.S. Immigration and Customs Enforcement (ICE), supported by FBI law enforcement at the Milwaukee County Courthouse.
According to DHS, Milwaukee County Circuit Judge Hannah Dugan was arrested for obstructing ICE agents during their attempt to detain Flores-Ruiz. The department stated that Judge Dugan intentionally directed officers away from Flores-Ruiz in an effort to prevent his arrest.
Assistant Secretary Tricia McLaughlin commented on the case: “Eduardo Flores-Ruiz, a previously removed illegal alien has a laundry list of violent criminal charges, including strangulation and suffocation, battery, and domestic abuse. Judge Hannah Dugan's actions to obstruct this violent criminal’s arrest take 'activist judge' to a whole new meaning,” said Assistant Secretary Tricia McLaughlin. “Thanks to the brave men and women of ICE law enforcement, this criminal is OUT of our country. If you are here illegally and break the law, we will hunt you down, arrest you, and remove you from our country. That's a promise.”
Flores-Ruiz first entered the United States illegally in 2013 and was apprehended by Border Patrol in Nogales, Arizona before being returned to Mexico. Authorities say he later re-entered the country unlawfully at an unknown time.
