Justin Dixon, a Staten Island resident, was sentenced to 15 years in prison for coercion and enticement of a minor as well as being a felon in possession of a firearm. The sentence was handed down by Judge William F. Kuntz, II at the federal courthouse in Brooklyn. Dixon pleaded guilty to the charges in November 2024.
According to federal prosecutors, Dixon operated as a “pimp,” using violence and threats against his victims, including minors as young as 14 years old, to force them into commercial sex acts. The case was prosecuted by the United States Attorney’s Office for the Eastern District of New York with support from the Federal Bureau of Investigation (FBI) and the New York City Police Department (NYPD).
“Today’s sentencing holds the defendant accountable for the violence and cruelty to women and children caused by his unthinkable actions,” stated United States Attorney Joseph Nocella, Jr. “It is the hope of our Office that Dixon’s extensive prison sentence brings some measure of comfort to his victims.”
Nocella also thanked the Richmond County District Attorney’s Office for their assistance during the investigation.
“Justin Dixon forced multiple women, including a 14-year-old minor, to engage in sexual acts for his own financial gain, wielding threats of violence to maintain control,” said FBI Assistant Director in Charge Christopher G. Raia. “Dixon repeatedly violated his victims’ autonomy through degrading and manipulative grooming techniques designed to entrap them into his servitude. May today’s sentencing emphasize the FBI’s commitment to continued collaboration with our law enforcement partners to hold accountable any sexual predator who targets and uses others for personal financial enrichment.”
“Today’s sentencing further affirms the NYPD’s unwavering commitment to protecting the survivors of sex trafficking,” said NYPD Commissioner Jessica S. Tisch. “And the message is clear: Anyone who would seek to profit through the abuse and exploitation of other people – especially our youth – will be held fully accountable. I thank and commend our NYPD investigators, as well as our partners at the FBI and the U.S. Attorney’s Office for the Eastern District, for their tireless work in bringing this criminal to justice.”
Court documents revealed that beginning in January 2023, Dixon forced several women—including a 14-year-old identified as Jane Doe—to commit commercial sex acts using threats or actual violence if they resisted. He transported Jane Doe and other victims primarily within an area known locally as "Penn Track" or "the Blade" off Pennsylvania Avenue in East New York, Brooklyn.
Law enforcement officers rescued Jane Doe from a house on Staten Island where she had been held against her will along with other adult females. While at this location, Dixon used physical force and threats to control them; he imposed strict rules such as requiring household chores and forbidding clothing inside while punishing any disobedience physically.
Despite having prior felony convictions prohibiting firearm possession, Dixon brandished firearms around his victims.
Additional details from court filings described how Dixon tried to make Jane Doe appear older than her age by overfeeding her and forcing her to take unidentified pills intended to increase her appetite; he also discussed arranging plastic surgery for her.
The prosecution was led by Assistant United States Attorney Lorena Michelen from the Human Trafficking and Civil Rights Section.
Dixon is 34 years old.
