Two men indicted for trafficking suboxone into Guaynabo detention center

Two men from Manatí, Puerto Rico, have been indicted by a federal grand jury for allegedly conspiring to traffic suboxone and introducing contraband into the Metropolitan Detention Center in Guaynabo. The indictment, returned on November 12, 2025, charges Alejandro Sáenz-Concepción, 47, and Alejandro Sáenz-Escobar, 28, with crimes related to the possession and intended distribution of suboxone within the prison since September 2025.

Sáenz-Escobar faces three counts: conspiracy to traffic suboxone, providing contraband in prison, and possessing contraband in prison. Sáenz-Concepción is charged with one count of conspiracy to traffic suboxone.

“Prisoners who smuggle contraband, including drugs, into prison and their accomplices will be held accountable by the Department of Justice,” said W. Stephen Muldrow, United States Attorney for the District of Puerto Rico. “We thank the Bureau of Prisons officers and the FBI for their hard work and dedication in investigating this case.”

Joe Rodríguez, Acting Special Agent in Charge of the FBI’s San Juan Field Office stated: “Introducing contraband into a federal prison is a serious violation of the law and the FBI will do everything in its power to hold accountable those who commit this offense. We will continue to work with our partners at the Bureau of Prisons to identify and prosecute these individuals. If convicted on these charges, both defendants could face up to 20 years in prison. Sentencing would be determined by a federal district court judge after reviewing U.S. Sentencing Guidelines along with other legal considerations.

The investigation is being conducted jointly by the FBI and Bureau of Prisons. The prosecution is led by Special Assistant U.S. Attorney Lucille Marqués-Pacheco and Assistant U.S. Attorney Alberto López-Rocafort.

Officials remind that an indictment is only an allegation; all defendants are presumed innocent unless proven guilty beyond a reasonable doubt.
