The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs has announced an increase in the reward for information leading to the arrest or conviction of Giovanni Vicente Mosquera Serrano, a leader of the Tren de Aragua (TdA) criminal organization. The reward now stands at up to $5 million under the Transnational Organized Crime Rewards Program (TOCRP).
Mosquera Serrano is noted as the first member of TdA to be placed on the FBI’s Ten Most Wanted List. According to officials, he oversees global drug trafficking and financial operations for TdA, which is described as a violent transnational gang posing a significant threat across the Western Hemisphere.
"On February 20, the Secretary of State designated TdA as a Foreign Terrorist Organization (FTO) and a Specially Designated Global Terrorist (SDGT)."
Legal actions against Mosquera Serrano have intensified in recent months. In January, he was indicted in the Southern District of Texas on charges related to international cocaine trafficking conspiracy. Further charges were filed in April 2025, including providing material support to a foreign terrorist organization.
"On June 24, the Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned Mosquera Serrano. Today, OFAC also sanctioned 11 targets affiliated with TdA’s narco-terrorist networks."
The reward offer is part of ongoing efforts by U.S. law enforcement agencies to disrupt global transnational crime and apprehend fugitives.
