Baltimore man receives seven-year sentence for role in eastern panhandle drug ring

Charles Delroy Singletary, a 45-year-old resident of Baltimore, Maryland, has been sentenced to seven years in federal prison for his role in a drug trafficking organization that distributed fentanyl, methamphetamine, and cocaine in Berkeley and Jefferson Counties. The sentencing was announced by U.S. Attorney Matthew L. Harvey.

Singletary was among 82 individuals indicted in January 2024 as part of the investigation into the operation led by Gary Brown, Jr. According to court statements, Singletary worked within the organization to ensure customers received their drugs. After being indicted, he evaded authorities for 18 months and used several aliases during this period.

All individuals charged have now been convicted. Of those convicted, 81—including Singletary—have received sentences. The leader of the operation, Brown Jr., was sentenced in May 2025 to more than 27 years in federal prison.

The prosecution was handled by Assistant U.S. Attorneys Lara Omps-Botteicher and Kyle Kane. U.S. District Judge Gina M. Groh presided over the case.

Multiple agencies participated in the investigation: Federal Bureau of Investigation (Pittsburgh and Baltimore Field Divisions), Drug Enforcement Administration, Department of Homeland Security Investigations, United States Postal Inspection Service, Bureau of Alcohol, Tobacco, Firearms and Explosives, United States Marshals Service; Eastern Panhandle Drug Task Force (a HIDTA-funded initiative); West Virginia State Police; West Virginia Air National Guard; Jefferson County Sheriff's Office; Berkeley County Sheriff's Office; Ranson Police Department; Martinsburg Police Department; Charles Town Police Department; Berkeley County Prosecuting Attorney’s Office; Stafford County Sheriff's Office (Virginia); Frederick County Sheriff's Offices (Maryland and Virginia); Winchester Police Department; Clarke County Sheriff's Office (Virginia).
