The Federal Trade Commission (FTC) has approved a modification to the Enforcement Rule of the Horseracing Integrity and Safety Authority. The change introduces new requirements for the Authority, which must now seek FTC approval before issuing subpoenas or starting civil actions under the Horseracing Integrity and Safety Act.
Under this Act, any proposed rules or modifications from the Authority must be submitted to the FTC for approval. The FTC is required to allow public comment on these proposals and will approve them if they are found to be consistent with both the Act and its own regulations.
After a period for public comment, the FTC voted unanimously, 2-0, in favor of approving this modification. The updated rule will become effective on January 18, 2026.
