Trump directs U.S. withdrawal from multiple international organizations

The White House has issued a memorandum directing the withdrawal of the United States from a wide range of international organizations, conventions, and treaties. The directive follows Executive Order 14199, signed on February 4, 2025, which ordered a review of all international intergovernmental organizations and agreements involving U.S. participation or funding.

President Donald J. Trump stated in the memorandum: "I have considered the Secretary of State’s report and, after deliberating with my Cabinet, have determined that it is contrary to the interests of the United States to remain a member of, participate in, or otherwise provide support to the organizations listed in section 2 of this memorandum."

The memorandum instructs all executive departments and agencies to begin immediate steps for withdrawal from specified organizations. For United Nations entities, this includes ending participation or funding as permitted by law.

The list includes both non-United Nations bodies such as the Intergovernmental Panel on Climate Change and International Renewable Energy Agency, as well as several UN organizations like the UN Framework Convention on Climate Change and UN Population Fund.

"My review of further findings of the Secretary of State remains ongoing," President Trump noted.

The Secretary of State will offer additional guidance for implementation. The memorandum also clarifies that its directives are subject to existing laws and appropriations and do not create any enforceable rights against the government.

"The Secretary of State is authorized and directed to publish this memorandum in the Federal Register," Trump concluded.
