Rocky Lee Brown, 53, a resident of the District of Columbia with a prior felony conviction, has been indicted by a U.S. District Court grand jury on one count of unlawful possession of a firearm and ammunition. The announcement was made by U.S. Attorney Jeanine Ferris Pirro.

Brown was arrested on December 29, 2025, by the United States Marshals Service while he was wanted on an active warrant from Maryland. The arrest took place in the 5200 block of Hayes Street, NE. According to authorities, an officer from the Metropolitan Police Department responded to the scene and reportedly found a SCCY CPX-1 9mm pistol in Brown’s jacket pocket. The weapon had nine rounds in its magazine and one round in the chamber.

Authorities stated that Brown did not possess a license to carry a firearm in Washington, D.C. A review of his criminal history revealed that he had previously been convicted in D.C. Superior Court for second-degree murder and sentenced to 25 years in prison on May 5, 2006. As a result of this conviction, Brown is prohibited from possessing firearms.

"This case is being prosecuted by Assistant U.S. Attorney David Liss."

An indictment represents only an allegation that there is sufficient evidence for the case to proceed to trial; it does not constitute proof of guilt.
