President Donald J. Trump has announced the formation of the National Committee for the Administration of Gaza (NCAG), marking a key development in the implementation of Phase Two of his Comprehensive Plan to End the Gaza Conflict. The plan is structured as a 20-point roadmap intended to promote peace, stability, reconstruction, and economic growth in Gaza.
Dr. Ali Sha’ath will lead the NCAG. He is recognized for his expertise in public administration, economic development, and international engagement. Dr. Sha’ath will oversee efforts to restore essential public services, rebuild civil institutions, and stabilize daily life in Gaza while working toward long-term governance.
This initiative aligns with United Nations Security Council Resolution 2803 (2025), which endorsed President Trump’s Comprehensive Plan and supported the creation of the Board of Peace. The Board is tasked with providing strategic oversight, mobilizing international resources, and ensuring accountability throughout Gaza’s transition from conflict to recovery.
President Trump chairs the Board of Peace, which now includes an Executive Board made up of leaders experienced in diplomacy, development, infrastructure, and economic strategy. Each member is responsible for areas such as governance capacity-building, regional relations, reconstruction efforts, investment attraction, funding strategies, and capital mobilization.
Aryeh Lightstone and Josh Gruenbaum have been named senior advisors to the Board of Peace. They are responsible for managing daily strategy and operations while ensuring that diplomatic priorities are implemented effectively.
H.E. Nickolay Mladenov serves as an Executive Board member and High Representative for Gaza. In this role he acts as a liaison between the Board of Peace and NCAG and oversees aspects related to governance, reconstruction, development coordination across civilian and security sectors.
Major General Jasper Jeffers has been appointed Commander of the International Stabilization Force (ISF). He will direct security operations focused on demilitarization and facilitate safe delivery of humanitarian aid and reconstruction materials.
A Gaza Executive Board is also being formed to support effective governance under Dr. Sha’ath’s leadership. Additional members for both boards will be announced soon.
The United States government reiterates its commitment to this transitional framework through cooperation with Israel, Arab nations, and international partners aimed at fulfilling objectives outlined in President Trump’s plan.
