Montgomery County man sentenced for defrauding VA out of over $240K in disability benefits

Victor Milbourne, a 52-year-old resident of King of Prussia, Pennsylvania, has been sentenced to 18 months in prison for defrauding the Department of Veterans Affairs (VA) out of approximately $241,260 in disability benefits. The sentencing was announced by United States Attorney David Metcalf and handed down by United States District Judge Paul S. Diamond. In addition to his prison term, Milbourne received three years of supervised release, was ordered to pay $241,690 in restitution, a $20,000 fine, and a $1,000 special assessment.

Milbourne was indicted in August 2022 and pleaded guilty in September of the previous year to 10 counts of theft of government funds. According to court documents and Milbourne’s own admissions, he falsely claimed severe disability due to service-connected injuries from December 1, 2013 through December 1, 2022. These claims allowed him to receive VA disability benefits for which he was not eligible.

Despite his claims of being unable to work or perform physical activities because of his alleged disabilities, evidence showed that Milbourne maintained an active lifestyle. He engaged in international travel, operated his own business, and participated in intensive physical workouts several times per week. The investigation found that he used the fraudulently obtained funds for personal expenses such as frequent dining out and luxury vacations.

The case was investigated by the Department of Veterans Affairs Office of Inspector General and the FBI Philadelphia’s Fort Washington Resident Agency. Prosecution was led by Special Assistant United States Attorney Laura Bradbury along with Assistant United States Attorneys Anthony Scicchitano and MaryTeresa Soltis.
