Brazilian national pleads guilty to assaulting federal officers during Hartford arrest

A Brazilian national has pleaded guilty to assaulting federal officers during his arrest in Hartford, Connecticut. According to an announcement from David X. Sullivan, United States Attorney for the District of Connecticut, LUIS PETERSON ROHR FERREIRA BORGES, 25, entered his plea before U.S. District Judge Vernon D. Oliver.

Court records indicate that Ferreira Borges is also facing charges in Connecticut Superior Court following a September 2023 arrest. The charges include assault on public safety and healthcare personnel, third-degree assault, breach of peace, interfering with an officer, and intimidation based on bigotry or bias.

The U.S. Department of Homeland Security issued an arrest warrant for Ferreira Borges in October 2023 for being present in the country without legal status under the Immigration and Nationality Act.

Federal law enforcement officers apprehended Ferreira Borges on June 25, 2025, in Hartford’s Zion Street area. During the arrest and subsequent transport to a federal building, he resisted officers’ efforts to restrain him and became physically combative inside a government vehicle. He kicked and threatened one officer while attempting to bite another and spat at the driver.

Ferreira Borges has remained detained since his arrest. His sentencing is scheduled for April 16; he faces up to one year in prison.

Homeland Security Investigations (HSI) and U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations are investigating the case. Assistant U.S. Attorney Neeraj N. Patel is prosecuting.

According to the release, this prosecution falls under Operation Take Back America—a nationwide effort by the Department of Justice aimed at addressing illegal immigration, dismantling cartels and transnational criminal organizations, and protecting communities from violent crime.
