Five foreign nationals were sentenced in January for illegally reentering the United States after having previously been deported, according to an announcement from U.S. Attorney David Metcalf.
Roberto Garcia-Antonio, also known as Angel Rondon and Roberto Sandoval-Antonio, a 49-year-old Dominican national, received an 18-month prison sentence from United States District Judge Timothy J. Savage. After serving his sentence, he will be removed from the country again. Garcia had been deported five times before and has now been convicted of illegal reentry five times. He was prosecuted twice in the Eastern District of Pennsylvania and twice in the Southern District of Texas. In January 2025, law enforcement encountered Garcia during a state search warrant at a Philadelphia residence, leading to his arrest by U.S. Immigration and Customs Enforcement (ICE). He was indicted for illegal reentry last May and pleaded guilty in October.
Ricardo Henriquez Carmona, also known as Dario Henriquez, a 55-year-old Dominican national, was sentenced by United States District Judge Kelley Brisbon Hodge to 14 months in prison followed by one year of supervised release for illegal reentry. Upon completion of his sentence, he will be removed from the U.S. again. Henriquez Carmona had first been removed in 1997 after pleading guilty to a narcotics offense in Puerto Rico but returned illegally multiple times using aliases and accrued convictions for various offenses including drug sales and aggravated assault. He was arrested on a criminal complaint last June after ICE discovered his presence and later pleaded guilty.
Magdaleno Ochoa-Avalos, a 42-year-old Mexican national, received a sentence of 12 months and one day from United States District Judge Mia Roberts Perez for illegal reentry. Following his prison term, he faces removal from the U.S. for the sixth time. Ochoa-Avalos had previously been deported after serving time for homicide by vehicle in Chester County Court of Common Pleas and had several removals following encounters with Border Patrol agents or previous convictions related to illegal entry.
Luis Urrutia-Noyola, age 33 and also a Mexican national, was sentenced by United States District Judge Gerald A. McHugh to time served—about four months—for illegal reentry; he will be removed again upon completion of his sentence. Urrutia-Noyola’s prior removal occurred in April 2018 after being stopped by Border Patrol in California; last year ICE learned about him through an arrest made by Oxford Police Department related to domestic violence charges.
Diego Jacome-Esquibel, age 51 from Mexico, received a sentence equivalent to time served—about three-and-a-half months—from United States District Judge Gail A. Weilheimer for illegal reentry; he is scheduled for removal following this latest conviction as well.
“These cases are part of Operation Take Back America,” stated officials with reference to “a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.”
The investigations were conducted by ICE Enforcement and Removal Operations along with Homeland Security Investigations (HSI). Prosecution was handled by Assistant United States Attorneys Kwambina Coker, Eileen Castilla Geiger, S. Chandler Harris, Justin Ashenfelter, and Jessica Rice.
