Washington man receives maximum sentence for killing his mother

Seth Emmanuel Andrews, 38, of Washington, D.C., was sentenced to 26 years in prison for the murder of his mother, Hazel Evans. The sentencing took place in Superior Court and was announced by U.S. Attorney Jeanine Ferris Pirro.

A jury convicted Andrews on November 26, 2025, of one count of second-degree murder. Judge J. Michael Ryan imposed the sentence, which is the maximum recommended under the D.C. Voluntary Sentencing Guidelines. After serving his prison term, Andrews will be subject to five years of supervised release.

According to evidence presented at trial, Andrews strangled Evans inside her bedroom at her home on 10 35th Street SE in Washington, D.C., on July 16, 2020. He was arrested more than a month later on August 20, 2020.

Interim Chief Jeffery Carroll of the Metropolitan Police Department joined U.S. Attorney Pirro in announcing the sentencing.

“In announcing the sentence,” said U.S. Attorney Pirro and Interim Chief Carroll, “we commend the work of those who investigated the case from the Metropolitan Police Department.” They also recognized Assistant U.S. Attorneys Andrea Coronado and Marybeth Manfreda for prosecuting the case.
