On February 18, 2026, the President signed two congressional bills into law. The first, H.J.Res. 142, overturns a measure passed by the Council of the District of Columbia on December 20, 2025. That local legislation was titled the D.C. Income and Franchise Tax Conformity Revision Temporary Amendment Act of 2025.
The second bill signed is S. 3705, known as the “Semiquincentennial Congressional Time Capsule Act.” This law directs the Architect of the Capitol to establish a congressional time capsule to mark the United States’ Semiquincentennial anniversary.
