Norman liquor store owner pleads guilty to possessing child pornography

Robert J. "Bob" Troester U.S. Attorney | U.S. Attorney for the Western District of Oklahoma

Kayvan Karya Rasolkhani, a 46-year-old resident of Norman and owner of University Liquor, has pleaded guilty to possession of child pornography. The announcement was made by U.S. Attorney Robert J. Troester.

According to public records, before October 2025, Rasolkhani contacted an undercover FBI agent through an online messaging platform. He expressed interest in meeting the agent for the purpose of sexually assaulting what he believed were the agent’s two children, who were fictitious. On October 15, 2025, the FBI executed search warrants on Rasolkhani’s person, vehicle, home, and workplace. During this operation, authorities seized a cell phone containing videos and images depicting child pornography.

Rasolkhani was formally charged with possession of child pornography on January 22, 2026. In court today, he admitted that he knowingly possessed images involving prepubescent minors.

At sentencing, Rasolkhani could face up to 20 years in federal prison and a fine as high as $250,000.

The case was investigated by the FBI Oklahoma City Field Office and is being prosecuted by Assistant U.S. Attorney Jordan Ganz.

This prosecution falls under Project Safe Childhood (PSC), a national initiative led by the Department of Justice that coordinates federal, state, and local efforts to combat child sexual exploitation online and assist victims. More information about PSC can be found at www.justice.gov/psc.
