ICE investigation results in long prison terms for MS-13 leaders

An investigation led by Homeland Security Investigations (HSI) in Charlotte has resulted in lengthy prison sentences for two leaders of the MS-13 gang. Fredy Mauricio Buruca received a 30-year sentence, while Santos Guillermo Ramiraz Mancia was sentenced to 20 years. Both were convicted of RICO conspiracy and are currently held in federal custody.

ICE Deputy Director Charles Wall stated, “This HSI-led investigation revealed that Buruca and Mancia were leaders of the Hollywood Locos Salvatrucha clique, which operated in North Carolina, Virginia, Maryland, Washington, D.C. and elsewhere. Both men were prosecuted for RICO conspiracy and Buruca was also prosecuted for kidnapping a child. We will continue to dismantle this violent foreign terrorist organization and hold these dangerous MS-13 gang members accountable for what they’ve done.”

The case uncovered over 50 MS-13 members and associates connected to crimes such as murder, kidnapping, drug trafficking, armed robbery, sexual assault, and distribution of child sexual abuse material. The investigation involved cooperation between several agencies including the FBI; Charlotte Mecklenburg Police Department in North Carolina; Anne Arundel County Police Department in Maryland; as well as other partners.

Further details about the prosecution can be found on Justice.gov.
