Beaverton man sentenced to over 21 years for online sexual exploitation of minors

According to court documents, Flores Ramirez contacted a 12-year-old victim between April and September 2023 using the social media application Wink. He sent over 30 sexually explicit images and videos of himself to the minor and requested similar material in return, threatening to stop communicating if his demands were not met. Investigators found more than 2,000 images of child sexual abuse material (CSAM) on his phone and evidence that he had communicated with other minors. Between February and March 2023, he also solicited explicit images from a 14-year-old victim and distributed these materials via Telegram chatrooms dedicated to trading CSAM.

Flores Ramirez was indicted by a federal grand jury in Portland on September 10, 2024, facing charges including sexual exploitation of children and distribution, receipt, and possession of child pornography. He pleaded guilty on September 18, 2025. Homeland Security Investigations led the investigation while Assistant U.S. Attorney Charlotte Kelley prosecuted the case.
