Philadelphia man convicted of manufacturing child pornography, sentencing set for June 8

Harry Dallas, a 44-year-old resident of Philadelphia, was convicted on Mar. 31 of manufacturing child pornography after a federal trial, according to United States Attorney David Metcalf.

The conviction follows an incident in June 2023 when Dallas encountered a runaway teenager in Center City. Evidence presented at trial showed that the girl, who was 15 years old and had been missing from her home state for several weeks, lacked money and shelter. Prosecutors said Dallas drove her to his home in Northeast Philadelphia where he sexually abused her over several days and filmed the acts using his cellphone.

Authorities stated that Dallas also took explicit photographs of the minor, including one image showing her fully nude and asleep. In 2024, agents from FBI Philadelphia executed a search warrant on Dallas’ cloud-based account and found videos and images documenting the abuse from June 2023.

Dallas is scheduled to be sentenced on June 8 and faces up to 90 years in prison.

The case was prosecuted as part of Project Safe Childhood, an initiative launched by the Department of Justice in May 2006 aimed at combating child sexual exploitation and abuse through coordinated efforts among federal, state, and local agencies. The investigation was led by the FBI with prosecution handled by Assistant United States Attorneys Justin Ashenfelter and Amanda McCool.
