Goose Creek man sentenced in North Charleston public corruption case

Hason Tatorian “Tory” Fields, 52, of Goose Creek, was sentenced on Apr. 3 to one year and one day in federal prison for his role in a public corruption scheme involving the City of North Charleston.

Fields was convicted of conspiracy to commit bribery with respect to programs receiving federal funds and honest services wire fraud, as well as bribery and wire fraud charges. The sentence includes a three-year term of court-ordered supervision following imprisonment. There is no parole in the federal system.

According to evidence from the investigation, Fields conspired with others to pay bribes to Sandino Moses, who was then serving as a member of the North Charleston City Council representing District 7. Fields paid Moses two bribes while seeking support for rezoning the Baker Hospital site. The rezoning application was pending before City Council at the time Fields first approached Moses.

United States District Judge Richard M. Gergel handed down the sentence for Fields, making him the first defendant sentenced among eight charged in connection with this public corruption case. Six other defendants are awaiting sentencing, while Rose Lorenzo is scheduled for jury selection in July.

The FBI Columbia Field Office and South Carolina Law Enforcement Division investigated this case. Assistant U.S. Attorneys Whit Sowards and Emily Limehouse prosecuted it.
