A federal grand jury in New Haven returned a 37-count indictment charging Jessly Guzman, 36, of Hughestown, Pennsylvania, with tax fraud offenses related to the preparation and filing of numerous false federal tax returns, according to a Mar. 25 announcement by David X. Sullivan, United States Attorney for the District of Connecticut.
The case centers on allegations that Guzman prepared fraudulent tax returns for clients through her business Jacky’s Multiservices LLC in New Britain. The indictment also states that Guzman established Molina and Family Construction LLC (MAFC), a construction business in New London that ceased operations around 2014. Despite this, from the 2019 through 2022 tax years, Guzman allegedly fabricated Forms W-2 indicating certain clients were employees of MAFC and submitted these forms with false wage and withholding information to both the Social Security Administration and the IRS.
According to prosecutors, Guzman is accused of further inflating refunds or credits for clients by including fictitious Schedules C and E reporting business or rental property losses as well as false education expenses and credits. The indictment also alleges she filed similar false returns for herself and her spouse.
Guzman faces 33 counts of aiding and assisting in preparing false income tax returns and four counts of making and subscribing a false income tax return. Each count carries a maximum penalty of three years in prison.
Sullivan said an indictment is not evidence of guilt: "Charges are only allegations, and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt." The investigation was conducted by the Internal Revenue Service Criminal Investigation Division. Assistant U.S. Attorney Peter S. Jongbloed is prosecuting the case.
Guzman's arraignment is pending.
