Senators introduce bill to prohibit Title X funds for abortion providers

U.S. Senators Bill Cassidy, M.D., Chairman of the Senate Health, Education, Labor, and Pensions Committee, Marsha Blackburn, and 17 Republican colleagues introduced the Title X Abortion Provider Prohibition Act on April 17. The legislation aims to ban federal Title X funding from going to Planned Parenthood or any entity that performs abortions or provides funds to abortion providers.

The proposed bill is significant because it seeks to address how federal taxpayer dollars are allocated in relation to organizations involved with abortion services. Supporters argue that the measure would ensure public funds are directed toward family support rather than abortion services.

Cassidy said, “Louisiana families want their tax dollars to support families, not abortion businesses that kill unborn babies and hurt mothers. I’m proud to co-lead this bill to end a policy that subsidizes Planned Parenthood on the taxpayers’ dime.” Blackburn said, “Taxpayers should not have to spend a penny on abortions. The Title X Abortion Provider Prohibition Act would protect life and stop federal funds from going to entities that perform abortions by closing loopholes in federal law.”

According to the official website of the Senate Health, Education, Labor, and Pensions Committee (HELP), the committee works on legislation related to public health and education while also supporting worker rights (official website). In the current Congress, Cassidy serves as chair of this committee (official website). The HELP Committee influences regulations affecting health and education across the country (official website), oversees key agencies such as the Food and Drug Administration (FDA) and National Institutes of Health (NIH) (official website), and provides oversight of laws in these areas (official website).

The legislation would amend existing law so that grants from the Department of Health and Human Services could not go to entities performing abortions or funding those who do. It also requires annual reporting by HHS about grantees under exceptions allowed by law.

Support for this bill comes from several organizations including Susan B Anthony Pro-Life America, Concerned Women for America Legislative Action Committee, March for Life Action, National Right to Life Committee, Americans United for Life, and Students for Life Action.

As debate continues over federal funding related to reproductive health care providers in Congress—especially those receiving Title X grants—the outcome may affect how future resources are distributed nationwide.
