Two indicted for assaulting federal officers at Livingston Detention Facility in Texas

Two illegal aliens have been indicted for separate assaults on federal officers at the IAH Polk Adult Detention Facility in Livingston, according to an April 21 announcement by U.S. Attorney Jay R. Combs.

The indictments concern two incidents involving detainees awaiting removal from the United States. The cases highlight ongoing efforts by federal authorities to address crimes occurring within detention facilities and underscore the role of law enforcement in protecting staff and maintaining order.

Andrei Siskov, a 41-year-old Russian national, was charged with assaulting or impeding federal officers on two occasions: February 22 and April 4, 2026. According to the indictment, Siskov spit saliva into a detention officer's face during one incident and punched another officer in a separate event, causing visible injury. If convicted, he faces up to 20 years in prison.

Rosbin Melgar-Lopez, a 31-year-old Guatemalan national, was also indicted for assaulting or impeding a federal officer. On March 19, Melgar allegedly bit a Department of Homeland Security deportation officer on the forearm while being held at the same facility. He also faces up to 20 years if convicted.

"These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, to achieve the total elimination of cartels and transnational criminal organizations (TCOs), and to protect our communities from the perpetrators of violent crime," Combs said.

The investigations are being conducted by the Department of Homeland Security and prosecuted by Assistant U.S. Attorney Lauren Gaston. Both defendants are presumed innocent until proven guilty beyond a reasonable doubt in court.
