Edmond doctor pays $110,000 to settle civil penalty claims over recordkeeping violations

Edward Shadid, MD, agreed to pay $110,000 to resolve civil penalty claims related to alleged violations of federal controlled substance recordkeeping requirements, U.S. Attorney Robert J. Troester announced on May 11.

The settlement addresses the importance of accurate and complete records in managing controlled substances and preventing their diversion or loss. These regulations are enforced by the Drug Enforcement Administration under the Comprehensive Drug Abuse Prevention and Control Act of 1970.

According to the announcement, Dr. Shadid is a board-certified spinal surgeon who operates Spine & Pain Care of Oklahoma clinics in Edmond and Lawton. The United States alleges that between January 2024 and July 2025, Dr. Shadid failed to use DEA Form 222s when transferring Schedule II controlled substances from his Edmond clinic to his Lawton clinic. He also allegedly did not maintain accurate records for transfers of Schedule IV controlled substances between these locations and failed to obtain a separate DEA registration for the Lawton clinic or keep a biennial inventory at either location.

To resolve these allegations without admitting liability or making concessions about the legitimacy of the claims, Dr. Shadid agreed to pay $110,000 as part of a settlement that avoids litigation delays and expenses.

The case was investigated by the Drug Enforcement Administration's Office of Diversion Control and prosecuted by Assistant U.S. Attorneys Ronald R. Gallegos and Amanda R. Johnson.
