NHTSA said the previous regulatory process had created unnecessary delays that put American companies at a competitive disadvantage relative to counterparts in China and Europe, where governments have moved more aggressively to authorize autonomous vehicle testing and deployment.

Companies including Waymo, Cruise, and several trucking-focused startups have invested billions of dollars in autonomous vehicle technology and have sought regulatory certainty to scale their operations.
