Agriculture Secretary Brooke Rollins announced a sweeping package of actions under the Ranchers First Initiative to rebuild the national beef herd on Aug. 31, targeting a period of sustained contraction that has driven beef prices to record highs at grocery stores.

The initiative addresses a multi-decade low in U.S. beef cow inventory that has increased American reliance on imported beef and created supply pressure felt by families at the checkout counter. The package targets rebuilding cow numbers, strengthening domestic supply chains and reducing import dependence, Rollins said.

The announcement set the stage for President Trump’s Sept. 4 executive orders on rancher support and consumer transparency, which were signed at the White House with farmers present in the Oval Office.

The cattle herd contraction has been driven by a combination of prolonged drought conditions across major ranching states, rising input costs for feed and labor, and market consolidation that rancher groups say has squeezed independent operators. As herds have shrunk, wholesale and retail beef prices have risen, making the situation both an agricultural industry crisis and a consumer pocketbook issue.

Specific measures under the Ranchers First Initiative target incentives for producers to retain breeding stock rather than sending cows to slaughter, a necessary step to reverse herd liquidation and begin rebuilding inventory.

Industry groups including the National Cattlemen’s Beef Association and R-CALF USA have pushed for federal action to support independent ranchers against what they describe as market concentration among the four largest meatpackers.

Rollins said the initiative reflects the administration’s priority of ensuring American food security through domestic production rather than import reliance.

The USDA is expected to issue additional regulatory guidance and program details in the coming weeks to implement the initiative’s various components. The Ranchers First Initiative also connects to the department’s broader response to the New World Screwworm outbreak, which threatens to compound herd losses in Texas and the Southwest.
