News Release: Washington - The U.S. Department of Agriculture (USDA) entered into a stipulation agreement with Tri-County Livestock Exchange Inc. (Tri-County) and Larry Congleton (Congleton) of Campbellsburg, Ky., on Aug. 18, 2022, for alleged violations of the Packers and Stockyards (P&S) Act. Under the terms of the stipulation, Tri-County and Congleton waived their rights to a hearing and paid a penalty of $1,000.
