The notice is focused on Certification That the Resources Pledged by the United States at the November 17, 1999 Kosovo Donors Conference Shall Not Exceed 15 Percent of the Total Resources Pledged by All Donors.
The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.
