The US State Department published a one page notice on April 9, according to the U.S. Government Publishing Office.

The notice is focused on Delegation by the Secretary of State to the Assistant Secretary for East Asian and Pacific Affairs of the Authority To Waive the Visa Ban Under Section 5(a) of Public Law 110-286.

The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.
