Mr. Speaker, on the legislative day of Friday, July 9, 2004, the House had a vote on an amendment to H.R. 3578, that would have established a Manufacturing & Technology Administration within the Commerce Department. On House rollcall vote No. 357, I was unavoidably detained. Had I been present, I would have voted ``no.''
