Committee on Banking and Financial Services: Subcommittee on Housing and Community Development held a hearing on the proposed United States Housing Act of 1995. Testimony was heard from public witnesses.

NATIONAL GAMBLING IMPACT AND POLICY COMMISSION ACT

Committee on the Judiciary: Held a hearing on H.R. 497, National Gambling Impact and Policy Commission Act. Testimony was heard from Senators Simon, Lugar, Reid, and Bryan; Representatives Wolf, Ensign, Vucanovich, and LoBiondo; and public witnesses. OMNIBUS CIVILIAN SCIENCE AUTHORIZATION ACT

Committee on Rules: Granted, by voice vote, an open rule providing 1 hour of debate on H.R. 2405, Omnibus Civilian Science Authorization Act of 1995. The rule provides that the bill be considered by title rather than by section and that the first section and each title be considered as read. The rule provides for the automatic adoption of an amendment striking section 304(b)(3), relating to rulemaking activities by the Department of Energy. The rule accords priority in recognition to Members who have preprinted their amendments in the Congressional Record. Finally, the rule provides one motion to recommit, with or without instructions. Testimony was heard from Representatives Ehlers and Brown of California.

CONFERENCE REPORT--AGRICULTURE APPROPRIATIONS

Committee on Rules: Granted, by voice vote, a rule waiving points of order against the conference report to accompany H.R. 1976, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Programs for the fiscal year ending September 30, 1996, and against its consideration. Testimony was heard for Representative Skeen.

GUATEMALA

Permanent Select Committee on Intelligence: Met in executive session to hold a briefing on Guatemala. The Committee was briefed by departmental witnesses.

Joint Meetings

ALASKA POWER ADMINISTRATION

Conferees met to resolve the differences between the Senate- and House-

passed versions of S. 395, to authorize and direct the Secretary of Energy to sell the Alaska Power Administration, and to authorize the export of Alaska North Slope crude oil, but did not complete action thereon, and recessed subject to call.
