WASHINGTON — The U.S. Department of Labor's Bureau of International Labor Affairs today announced a $10 million competitive solicitation for multiple cooperative agreements for impact evaluations of programs that take place outside the United States to help increase the collective knowledge base about successful approaches to combatting child labor and forced labor.
"By systematically collecting evidence on which interventions work and which don't, we are taking an important step forward in our efforts to combat child labor and forced labor around the world," said Deputy Undersecretary for International Affairs Carol Pier.
The solicitation seeks organizations to use randomized control trials to evaluate programs that may directly or indirectly improve the situations of victims of child labor or forced labor. Applicants may propose to implement full impact evaluation; supplement funding for ongoing evaluations or fund additional analysis on completed evaluations, including survey costs. Understanding gained through these RCTs is intended to inform programs and government policies that seek to reduce child labor and forced labor.
Any commercial, international, educational or nonprofit organization, including any faith-based, community-based or public international organization, capable of successfully conducting RCTs is eligible to apply. Subgrants to academics or academic institutions are encouraged, and study results may be published independently after the cooperative agreement has closed.
