Today, Ellen Herbst, Assistant Secretary for Administration and Chief Financial Officer, performing the non-exclusive duties and functions of the Deputy Secretary of Commerce, announced her retirement from federal public service. She previously served as Chief Financial Officer and Assistant Secretary for Administration of the Department. Herbst will join the University System of Maryland (USM) as Vice Chancellor for Administration and Finance, beginning Nov. 27, 2017.
“My sincerest thanks go out to Ellen as she starts the next chapter in her storied career,” said Secretary of Commerce Wilbur Ross. “Ellen has gone above and beyond the call of duty throughout her time at the Department of Commerce, exemplifying the best traditions of public service.” Herbst first served as Director of the National Technical Information Service from 2005 to 2009 and then as Senior Advisor to the Deputy Secretary, Recovery Act Senior Accountable Official, and Performance Improvement Officer. She was nominated as Assistant Secretary for Administration and Chief Financial Officer position by President Obama and confirmed by the Senate in 2013. In her role, she oversaw the Department of Commerce’s $9 billion budget and 46,000 full-time employees.

In this position, she will serve as a senior leader for the USM office and across the system, work directly with USM’s 12 institutions and two regional centers; and represent USM as it partners with Maryland’s public officials to provide high quality, accessible, and affordable educational opportunities, support research and scholarship, and foster programs that serve citizens of Maryland as well as the wider country.
