WASHINGTON, DC - The House Committee on Energy and Commerce today announced its hearing schedule for the week of November 2.

On Tuesday, the Subcommittee on Commerce, Manufacturing, and Trade and the Subcommittee on Communications and Technology will hold a joint hearing to review the status of United States and European Union safe harbor negotiations. The safe harbor agreement that allowed for consumer data to be transferred between the U.S. and EU was recently nullified by the European Court of Justice. With over 4,000 American businesses, including those in technology, manufacturing, healthcare, energy, and retail, relying on the agreement, members will review the uncertainty generated by the court’s decision and review the administration’s work to finalize a new framework with their European counterparts. The Majority Memorandum and witness list can be found online here. Witness testimony will be posted at the same link as it is available.

Also on Tuesday, the Subcommittee on Health will review and examine legislation to continue its efforts to protect Medicare and Medicaid for the most vulnerable and ensure government operates as effectively and efficiently as possible. The subcommittee will discuss five bills and hear from two witnesses, including Rep. Lynn Jenkins (R-KS), Vice Chair of the House Republican Conference.as they are posted.

On Tuesday, the Subcommittee on Energy and Power will also markup subcommittee Chairman Ed Whitfield’s (R-KY) two resolutions disapproving of the two final rules issued by EPA to regulate carbon dioxide from new and existing fossil-fuel fired power plants. EPA’s rules seek to fundamentally change the way America generates, distributes, and consumes electricity. The resolutions will protect grid reliability and ratepayers around the country from higher electricity prices.

Lastly on Tuesday, the Subcommittee on Health will convene for opening statements only for a markup. The following bills will be considered:

* H.R. 2017, the Common Sense Nutrition Disclosure Act of 2015

* H.R. 2446, To amend title XIX of the Social Security Act to require the use of electronic visit verification for personal care services furnished under the Medicaid program

* H.R. 2646, the Helping Families in Mental Health Crisis Act

* H.R. 3014, the Medical Controlled Substances Transportation Act

* H.R. 3537, Synthetic Drug Control Act of 2015

* H.R. 3716, the Ensuring Terminated Providers Are Removed from Medicaid and CHIP Act

* H.R. 3821, the Medicaid Directory of Caregivers Act

Electronic copies of the legislation can be found on the Energy and Commerce Committee’s website here. A background memo, amendments, and votes will be available at the same link as they are posted.

On Wednesday, the Subcommittee on Health will reconvene its markup.

On Thursday, the Subcommittee on Oversight will hold a hearing to examine collapsing Obamacare CO-OP insurance loans. To date, 10 out of the original 23 CO-OPs will be out of operation in 2016 costing taxpayers $1,007,174,773.as they are posted.

Lastly on Thursday, the Subcommittee on Energy and Power will hold a roundtable on energy security. Participants will include Chairman Upton, Chairman Jerzy Buzek of the European Parliament, members of the subcommittee, and members of the European Parliament.as it is posted.
