WASHINGTON, DC - The Subcommittee on Environment, chaired by Rep. John Shimkus (R-IL), announced today a legislative hearing for Wednesday, May 16, 2018 at 10:15 a.m. in room 2322 of the Rayburn House Office Building. The hearing is entitled, “Legislation Addressing New Source Review Permitting Reform."
#SubEnvironment will examine a discussion draft that would reform how the Environmental Protection Agency’s New Source Review (NSR) program works with existing sources. Led by Rep. Morgan Griffith (R-VA), the draft legislation would clarify which types of facility upgrades require an owner to obtain an NSR permit. This would provide more certainty to companies seeking to invest in and improve operations at existing facilities without triggering unnecessary red tape.
“We’ve seen it time and time again - the NSR program is overly complex, costly, and time-consuming for manufacturers, power producers, and industrial facilities across the country. The program has clearly strayed far from Congress’s original intent to the extent that permitting red tape is preventing technological improvements that actually reduce emissions," said Chairman Shimkus. “Our hearing next week will be about getting NSR back on track. I thank Congressman Griffith for his efforts on this latest discussion draft to ensure the NSR program focuses on environmental improvements without harming the productive capacity of our communities."
