Concord, NH - The U.S. Marshals - NH Joint Fugitive Task Force is very happy to announce the arrest of Strafford County fugitive, Samuel Jeff Warren last evening in Somersworth, NH.
Samuel Warren, 34 years-of-age, was last listed as having no known permanent address somewhere in the Strafford County area. Mr. Warren was being sought on an arrest warrant issued on October 13th by the Strafford County Superior Court for bail violations due an ongoing case alleging the possession with intent to distribute narcotics (fentanyl).
As part of this investigation, Warren had been featured as the “Fugitive of the Week" on Nov. 3, 2021. This feature was aired on WTPL-FM, WNTK-FM, WTSN-FM, WEMJ-FM, The Union Leader, The Nashua Telegraph, The Patch, Manchester Information, the Manchester Ink Link, The Rochester & Lebanon Voice and prominently featured on the internet. The “Fugitive of the Week" continues to be a very successful tool that has resulted in the location and arrest of over 500 fugitives since its implementation in 2007. Additionally, the “Fugitive of the Week" was also to be distributed statewide to all law enforcement officers in New Hampshire.
The U.S. Marshals and the Somersworth Police Department both received multiple tips that pointed to an apartment on Franklin Street in Somersworth. The Somersworth Police Department and members of the U.S. Marshals - NH Joint Fugitive Task Force responded to the area and made contact with a resident who denied that Warren was there. There was a lot of information indicating that Mr. Warren was in the residence and was possibly armed. The Somersworth Police Department was able to obtain a search warrant for the residence and the Strafford County Regional Tactical Operations Unit was activated. After a period of time, contact was established with Mr. Warren and he voluntarily exited residence and was arrested without further incident.
Warren was initially transported to the Somersworth Police Department where he was processed and then further transported to the Strafford County Jail pending his appearance in the Strafford County Superior Court later today.
Additionally, on November 9, 2021, members of the U.S. Marshals - NH Joint Fugitive Task Force assisted the Merrimack Police Department, along with the Gilmanton Police Department in the execution of an arrest and search warrant in Gilmanton, New Hampshire. The Merrimack Police Department had obtained an arrest warrant for David Carkin, 25 years-of-age, of Gilmanton, NH for the offenses of Felonious Sexual Assault, Possession of Child Sex Abuse Images, Manufacture of Child Sexual Abuse Images, use of computer services-prohibited, indecent exposure and criminal threatening. Information at the residence indicated that Carkin was not at home, but at work at a store in Epping, NH. Members of the task force responded to Epping, where Mr. Carkin was ultimately located and arrested without incident. Carkin was transported to the Merrimack Police Department for processing and is currently being held at the Hillsborough County Jail pending his initial court appearance later today.
Since the inception of the U.S. Marshals - New Hampshire Joint Fugitive Task Force in 2002, these partnerships have resulted in over 8,218 arrests (Updated as of 12/16/2020). These arrests have ranged in seriousness from murder, assault, unregistered sex offenders, probation and parole violations and numerous other serious offenses. Nationally the United States Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 85 local fugitive task forces, 8 regional task forces, as well as a growing network of offices in foreign countries.
