Today is all about the thousands of women retirees who stand to have their earned pensions restored under H.R. 6929, the Susan Muffley Act of 2022. More than 20,000 Delphi salaried retirees, nearly half of whom are women, had their pensions slashed after the subsidiary of GM filed for bankruptcy in 2005. The Pension Benefit Guaranty Corporation (PBGC) assumed responsibility for paying out workers’ terminated benefits, but due to statutory limits, many retirees have not received their full benefits. This has had devastating consequences on many lives, with some retirees losing as much as 70 percent of their benefits.
Under H.R. 6929, the average retiree stands to receive an added $390 per month in pension plan benefits.

The legislation is named after Susan Muffley who was part of the Delphi Salaried Retirees Association (DSRA) and advocated for the restoration of their pensions. Her husband, David, worked at Delphi as an electronics technician for 31 years, but lost the full value of his pension in 2009. Despite health problems, Susan avoided seeing her doctor given her family’s financial constraints from the loss of the earned pension. She was ultimately diagnosed with pancreatic cancer and passed away on August 9, 2012.
