Senator Susan Collins, Chair of the Senate Appropriations Committee, pressed Secretary of Commerce Howard Lutnick on April 22 to collaborate with Maine’s lobster industry as federal agencies consider future regulations and technologies impacting local fisheries. The exchange took place during a hearing reviewing the Department of Commerce’s Fiscal Year 2027 budget request.
The discussion is significant for Maine's economy and fishing communities, as upcoming changes in National Oceanic and Atmospheric Administration (NOAA) rules could affect livelihoods. Collins asked Lutnick for a commitment that his department would work closely with lobstermen and use current population data for North Atlantic Right Whales in any new regulatory actions. "I'm asking today for your commitment to ensure that the Department will work with the lobster sector...to ensure that future regulatory actions will fully incorporate the most current population data for Right Whales, real-time monitoring technologies, and region-specific risk assessments," Collins said.
Lutnick responded by saying, "We promise you that we will use the best data and the most precise data to make sure that our decisions are right for America and they need to be right for the lobstermen of Maine. We should not be using outdated data; we should use the best data..."
The conversation also covered technology requirements such as ropeless gear. Collins pointed out its high cost and operational challenges for smaller boats, urging NOAA to consider alternative risk reduction tools like weak links or real-time tracking systems. Lutnick replied, "That is an easy commitment for us. We will never pick just one winner...there needs to be economically reasonable ways to be better."
Collins also questioned plans to eliminate the Economic Development Administration (EDA), highlighting its importance in supporting small businesses in rural Maine. Lutnick said he would engage with her staff on how best to support rural projects if EDA funding changes.
