David J. McCarthy Named as Reclamation's Deputy Commissioner for External and Intergovernmental Affairs

Bureau of Reclamation Commissioner John Keys today announced the appointment of David McCarthy of Arlington, Va., as Reclamation's Deputy Commissioner for External and Intergovernmental Affairs.

In this position, McCarthy oversees Reclamation's Congressional and Legislative Affairs and Public Affairs activities. He is also the executive responsible for the bureau's national relationships with federal, state and local governments, as well as citizen and other nongovernmental groups. He joined the Bush Administration March 10, 2004 as Reclamation's Director of Congressional and Legislative Affairs.

"David brings a wealth of experience to this critical position and we look forward to the expertise he will bring in building national relationships for Reclamation," said Keys. I am delighted he has accepted this new challenge and am pleased to have him as part of my leadership team."

McCarthy graduated from the University of Notre Dame and George Mason University Law School. He has more than twenty-five years of experience working with Congress. He and his wife, Jacinta, have four children and reside in Arlington, Va.
