Michael Brain named Reclamation’s deputy commissioner

WASHINGTON - Bureau of Reclamation Acting Commissioner David Palumbo announces the appointment of Michael Brain, as Reclamation's deputy commissioner. In this role, Brain oversees the agency’s media relations, internal communications, and congressional relations programs to increase awareness and understanding of Reclamation’s mission priorities, policies, and programs.

“We are excited to have Michael join our team," said Acting Commissioner Palumbo. “Michael’s legislative and water policy experience will be of great benefit to Reclamation and our partners as we work to address the impacts of drought and climate change across the West. His unique perspective will be vital as Reclamation implements the Bipartisan Infrastructure Law to improve our nation’s water infrastructure and invest in strategies that bolster resiliency across the West."

Prior to joining Reclamation, Brain held a variety of positions supporting the U.S. House of Representatives, including as counsel for the Subcommittee on Water Resources and the Environment, and as a professional staffer for the Subcommittee on Energy and Water Development Appropriations. His work in these roles includes developing funding bills that support national water policy, agriculture, and climate resilience across the West.

Brain earned a Doctor of Law in Urban Planning, Land Use, and Environmental Law from Saint Louis University in 2013, and a Bachelor of Science in Political Science and Government from Boston College in 2006.
