Bill H.Con.Res.109 titled “Expressing support for the recognition of September 26, 2022, as World Contraception Day and expressing the sense of the House of Representatives regarding global and domestic access to contraception” was referred to the Committee on Energy and Commerce and in addition to the Committee on Foreign Affairs for a period to be subsequently determined by the Speaker in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned by the House of Representatives. The bill is sponsored by Rep. Nydia Velazquez with Suzanne Bonamici, Jamaal Bowman, Judy Chu, Yvette Clarke, Suzan Delbene, Adriano Espaillat, Carolyn Maloney, Grace Meng, Jerrold Nadler, Marie Newman, Alexandria Ocasio-Cortez, Janice Schakowsky, Dina Titus as cosponsors.

Bill H.R.8984 titled “To amend the Internal Revenue Code of 1986 to provide a deduction for certain charity care furnished by physicians, and for other purposes” was referred to the Committee on Ways and Means and in addition to the Committee on Energy and Commerce for a period to be subsequently determined by the Speaker in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned by the House of Representatives. The bill is sponsored by Rep. Clay Higgins.

Bill H.R.8988 titled “To amend the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code of 1986 to provide for requirements for electronic-prescribing for controlled substances under group health plans and group and individual health insurance coverage” was referred to the Committee on Energy and Commerce and in addition to the Committees on Education and Labor and Ways and Means for a period to be subsequently determined by the Speaker in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned by the House of Representatives. The bill is sponsored by Rep. Tom O'Halleran.

The Energy and Commerce Committee moves forward in some way on two bills per day, taking two actions on average per day.

Most bills have a hearing where those involved explain why they are for or against the bill. Roughly 8,000 bills are addressed by committees each year but only about 800 make it to the floor of Congress, according to ushistory.org.

A 2019 report from the Brookings Institute argued committees aren’t capable of delving fully into the issues they address and are forced to rely on lobbyists.
