Cincinnati -- The U.S. Department of Energy (DOE) Environmental Management Consolidated Business Center (EMCBC) today issued a Draft Request for Proposal (RFP) for the Environmental Management (EM) Nevada Environmental Program Services (EPS) contract. An Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, utilizing Firm-Fixed Price (FFP) and Cost-Plus-Award-Fee (CPAF) task orders, is anticipated. The Draft RFP is established as a total small business set-aside with a ten-year ordering period. The current EM Nevada EPS contract is held by Navarro Research and Engineering, Inc. and will expire on Jan. 31, 2020.
The purpose of the Draft RFP is to solicit input from interested parties to assist DOE in developing a Final RFP for this procurement. DOE would like to solicit input from industry and community stakeholders by providing proposed end states within the contract ordering period. DOE is looking for end states that achieve a reduction in environmental liability and risk reduction. Additionally, DOE is requesting that industry provide efficiencies in contract requirements that appear to be redundant and overly burdensome. DOE is in the process of restructuring the Draft RFP into an end state Final RFP and would like industry and community group input during the Draft RFP question period. DOE invites all interested parties to thoroughly examine the Draft RFP and the accompanying procurement website in their entirety and to submit comments to DOE.
Additionally, a pre-solicitation conference, community day, one-on-ones and site tour is anticipated to be held the week of Aug. 13, 2018. Registration information is available via the procurement website.
The EM Nevada EPS contract includes the following work scope: Transition, Soil Remediation, Underground Test Area (UGTA), Industrial Sites including Characterization and Deactivation and Decommissioning (D&D), Program Integration, RWAP and Post-Closure Monitoring, Maintenance, and Permits.
