Thank you, Special Rapporteur Madrigal-Borloz, for your latest report on how gender, sexual orientation, and gender identity dynamics operate in the context of armed conflict and peacekeeping.
For the first time in history, the number of people forced to flee conflict, violence, human rights violations and abuses, and persecution has surpassed 100 million, propelled by new waves of violence or protracted conflict. We are acutely concerned about the significant impacts on LGBTQI+ persons and are working globally to provide support to victims and survivors of gender-based violence.
We also want to underscore the United States’ full support of the mandate and its renewal in June. We must work together in the Human Rights Council to amplify all voices and ensure that no one is subjected to violence or discrimination, no matter their sexual orientation, gender identity, gender expression, or sex characteristics.
While issues impacting the LGBTQI+ community are global issues, the United States recognizes we have much work to do at home. In this vein, we were pleased to welcome you for an official visit in August. We look forward to humbly reviewing your recommendations for the United States.
We ask: How do you suggest we and other donors integrate the needs of LGBTQI+ communities into large-scale humanitarian assistance programs, including those which focus on violence reduction?
