U.S. and Estonia strengthen defense partnership with new security agreement

With the signing of the Security of Supply Arrangement (SOSA), Estonia joins a group of 13 nations, including Australia and the UK, in entering such agreements with the U.S.

Dr. William A. LaPlante, who is the Under Secretary of Defense for Acquisition and Sustainment in the United States, and Mr. Magnus-Valdemar Saar, who is the Director of the Estonian Centre for Defense Investment, signed the agreement at NATO Headquarters. Dr. LaPlante is in charge of acquisition and sustainment for the United States Department of Defense. Dr. LaPlante stressed the significance of the arrangement and added that it will "strengthen our respective national security and supply resiliency for years to come," as stated in the official release. Dr. LaPlante's comments were included in the official release. Dr. LaPlante further stressed how important the deal is in this context.

The SOSA intends to increase both countries' resilience against disruptions in supply chain operations, as stated in a press release dated October 20, 2023, while also enabling for the fast deployment of key defense resources, as said in the same release. In order for Estonia to meet the requirements that have been established by the military of the United States, Estonia will be required to implement a Code of Conduct, and the United States will be required to give equal guarantees to Estonia through its military Priorities and Allocations System. These two approaches will be combined into a single strategy.

According to what was stated in the press release, SOSAs are extremely important for enhancing interoperability between the United States of America and its defense partners, streamlining procedures, and finding potential solutions to difficulties encountered in supply chain operations across a wide range of different conditions.
