On October 24, 2023, the Central Security and Intelligence Service (CSIS) published a press release unveiling the INT (Intelligence, National Security, and Technology) Program. Emily Harding, who is now the director of the program, formerly held intelligence-related positions at both the CIA and the National Security Council. According to the release, as a direct result of the work that Ms. Harding has put in, she is now regarded as one of the most knowledgeable individuals in the country about issues pertaining to intelligence and technology.
The INT Program will be publishing papers that study the impact that technology has on the intelligence gathering process as well as the defense of the nation, according to the release. The introduction of this program comes at an opportune time given that there will soon be a shift in the manner in which intelligence operations are carried out as a direct consequence of developments in areas such as artificial intelligence, quantum computing, and cybersecurity.
According to Seth G. Jones, senior vice president at the Center for Strategic and International Studies, "there is an urgent need to arm policymakers with new insights and fresh research on the deep impact new technologies will have on the capabilities of the United States intelligence community and on the national security posture of the United States."
In addition, the director of the INT Program, Emily Harding, has stated that "my goal is to help policymakers and leaders in industry get ahead of these trends and position the United States for success in this next, critical decade."
