Prior to the discussion of U.S. Ocean Innovation at the Conference of Parties for the United Nations Framework Convention (COP), the Under Secretary of Commerce for Oceans and Atmosphere penned a blog elaborating on the impact that the "Blue Economy" has on the United States and its citizens. The convention is aimed at addressing climate change.

The Department of Commerce informs that Richard W. Spinrad was sworn in as the Under Secretary of Commerce for Oceans and Atmosphere on June 22, 2021. Dr. Spinrad exercises direct oversight over the agency and its 12,000 employees. He was honored with the Distinguished Civilian Service Award for his significant contributions to the Navy during his tenure at the U.S. Office of Naval Research and Oceanographer of the Navy. This award is considered to be the highest honor that can be bestowed upon a civilian by the U.S. Navy. On Dec. 28, 2021, Marisa Lago was appointed as the Under Secretary of Commerce for International Trade.

As per a blog published on the Department of Commerce website, industries such as offshore energy, fishing and recreation, and maritime shipping constitute what is known as the "Blue Economy". This sector employs over 2.3 million Americans and is valued at $373 billion. With enhanced analysis and analytics, a new Blue Economy can foster improvements in ocean technology and sustainability which will support economic growth while safeguarding ocean health.

Spinrad's blog further states that America boasts one of the largest Blue Economies globally. Due to this Blue Economy, advancements and solutions devised by U.S businesses are witnessing increased demand in international markets. The International Trade Administration (ITA) along with National Oceanic and Atmospheric Administration (NOAA) are bureaus representing this Blue Economy sector. The U.S Commerce Department is actively seeking innovative solutions from companies within blue technology to address climate crisis issues effectively. NOAA provides grant opportunities to fund new concepts and its scientists offer valuable forecasts that inform the research and development of innovative solutions.
