Border Patrol Chief: 'Records revealed he was wanted for first degree murder in Toronto'

A 29-year-old undocumented immigrant from the Dominican Republic was detained by U.S. Border Patrol Agents in the Swanton Sector on a murder charge originating from Toronto, Canada. The man's location was known to the agents due to an anonymous tip.

Chief Patrol Agent at U.S. Border Patrol, Robert Garcia, explained the situation: "1/12-A concerned citizen’s report assisted Border Patrol Agents from Burke, NY in apprehending a man from the Dominican Republic following his illegal entry into the U.S. Records revealed he was wanted for 1st Degree Murder in Toronto, Canada."

According to a news release by Customs and Border Protection (CBP), Luis Miguel Eucebio-Severino was arrested near Westville after a citizen informed the agency of a man who had fled into a field after alighting from a vehicle. A CBP Air and Marine helicopter was utilized by agents to locate Eucebio-Severino in the wooded area. Upon his arrest, it was determined that he was a resident of the Dominican Republic and wanted on murder charges in Toronto. Later that evening, Eucebio-Severino was taken into custody by the Toronto Police Department.


Dustin Judd, Burke Station’s Patrol Agent in Charge, emphasized on community involvement and international cooperation: "The importance of citizens reporting suspicious activity cannot be overstated and this arrest is a great example of that. It takes all of us to help make our communities safer as well as secure our nation’s border," Judd said, "this case also stresses the importance of international cooperation and maintaining strong relationships with our Canadian law enforcement partners."

The Toronto Star reported that Eucebio-Severino has been identified as the prime suspect in the murder of 36-year-old Roberto Lowndes of Kleinburg, Ont., which took place in North York neighborhood on Dec. 9. Responding to reports of shooting, officers found Lowndes with gunshot wounds near the intersection of Wilson Avenue and Oakland Avenue. He was pronounced dead at the hospital, and police allege that Eucebio-Severino was involved in the murder.
