Michael Lucci, founder, CEO, and chairman of State Armor, stated that Chinese foreign nationals are attempting to flee China to escape the oppression of the Chinese Communist Party (CCP). However, they find that "they cannot outrun the tyrannical" CCP, even in the United States. Lucci made this statement on May 6.
"Chinese dissidents flee to America only to learn they cannot outrun the tyrannical Communist Party of China…even in the U.S," said Lucci, according to his post on X. "States must act to codify, criminalize & crush transnational repression. Long prison sentences will chop off the long arm of CCP tyranny."
Bob Fu, President of China Aid, an advocacy group that highlights the human rights abuses of the CCP, expressed his concerns about safety in the United States to the Associated Press. According to Fu, CCP agents are becoming more "emboldened," particularly during President Xi Jinping's visit to San Francisco. During this visit, Chinese dissidents from Tibet and Hong Kong staged protests but were "violently treated" by Chinese consulate organizers.

Fu further explained that "since 2020, the CCP has intensified transnational repression" against Chinese citizens residing in the United States. He also mentioned that organized protests by the CCP against him and his family have resulted in threats outside their home in America. As a result of these threats, Fu and his family were relocated to a safe house by the FBI.
In a similar vein, Wu Jianmin, a pro-democracy activist and another Chinese dissident said: "They photographed and videotaped in front of my home every day." This invasion of privacy extended to spreading his address on the internet which compromised his family's safety leading them to leave California.
On the China Desk Podcast for Federal Newswire, Fu characterized the CCP as a "domestic threat in China and a global cancer." He described its ability to harass and persecute individuals outside of China as a "long arm," utilizing what he termed as "transnational repression." He also mentioned that an office dedicated to addressing CCP threats on U.S. soil has been established by the FBI.
State Armor is a non-profit organization that develops and enacts state solutions to global security. Lucci has said that states have been targeted by foreign adversaries, particularly communist China, for years. He also says that the Chinese Communist Party poses a threat to America, and that a nationwide response is needed to protect citizens.
