Senate's AI roadmap: A strategic move towards global leadership

In response to the Roadmap for Artificial Intelligence Policy recently released by Senators Schumer, Heinrich, Rounds, and Young, the Center for Data Innovation has issued a statement. Senior Policy Manager Hodan Omaar conveyed that this roadmap indicates Congress's attention to those who have urged policymakers to ensure that the United States maintains its global leadership in AI.

"By investing in and prioritizing AI innovation, the United States is helping safeguard its position and creating a framework for policy that recognizes the enormous societal and economic benefits AI can bring to sectors such as health care, transportation, and education," stated Omaar.

The roadmap is expected to help the United States avoid the issues currently being faced by Europe. According to Omaar, European Union policymakers have not prioritized AI innovation and adoption. Instead, they have plunged into a stringent regulatory regime that now has them questioning their ability to keep pace with the U.S. economy.

Omaar further noted that while this roadmap is designed to trigger legislative activity in Congress regarding concerns about AI—privacy, safety, workforce disruptions—it also presents challenges. Lawmakers must identify appropriate policy solutions for each concern. They should understand that while some issues may necessitate new regulations, many can be addressed through legislation setting guidelines or promoting certain practices.

"For example," Omaar pointed out, "the House recently passed a bill supporting the development of privacy-enhancing technologies." This legislation is seen as an effective non-regulatory measure addressing some of the privacy concerns related to AI.

The roadmap heavily emphasizes investments in AI research and development. However, Omaar suggests that realizing the benefits of AI will require more than just improving its development. A comprehensive national plan for AI adoption is necessary to translate these opportunities into all areas where they can positively impact people’s lives.

"It is therefore critical that Congress focus on crafting policies that accelerate the adoption of AI in both the public and private sectors," concluded Omaar.
